The Bank is in the process of building technology systems for supporting investment operation and loan management processes. The role of the Consultant is to lead the selection of the products and implementation service providers, and to manage the implementation of the systems. The role involves the life cycle of system change including requirement elicitation, solution research and design, procurement, implementation. The role will not do hands-on work but define technical solution, lead the selection process of product and implementation partner on behalf of IT Division together with business users, manage the service quality of implementation provider(s), process the contract payment(s).
The role will involve active dialogue with product vendors, implementation service providers, business users, procurement team as well as other teams/departments of the Bank where necessary.
FUNCTIONAL RESPONSIBILITIES Under the overall supervision of the IT Division Head, the Consultant will have the following responsibilities: (1) Manage the selection and delivery of Investment Management Information System (iMIS) (2) Manage the selection and delivery of Project Procurement System (3) Manage the selection and delivery of Loan Management Information System (LMIS)
The major tasks the Consultant needs to complete include but not limited to: (1) Manage the product selections • Conduct market research of potential solution • Initiate procurement request and prepare document necessary for procurement • Lead the selection process by following IT Division’s and the Bank’s procurement’s governance processes and procedures and ensure it progress as planned • Work with various stakeholders and procurement team and communicate timely to the management. (2) Manage the selection of implementation service providers: • Conduct market research of potential service providers • Discuss high-level solution design with potential implementation service providers, and define the implementation scope and plan • Initiate procurement request and prepare document necessary for procurement • Lead the selection process by following IT Division’s and the Bank’s procurement’s governance processes and procedures and ensure it progress as planned • Check the provider’s Contract and Statement of Work (SOW) and ensure the SOW and payment aligned (3) Manage the delivery of implementing systems: • Manage the delivery quality of the service providers. Ensure the success delivery of the projects. • Follow IT Division’s project management process and procedures and comply with security, audit and COSO control requirements. • Conduct milestone delivery check and process contract payments. • Ensure the maintenance resource is in place to handle issues.
REQUIRED QUALIFICATION AND EXPERIENCE • Minimum 10 years of relevant IT experience or equivalent. • Demonstrated delivery experience with programming languages (Java, etc.). Experience with mobile application development would be an advantage. • Demonstrated delivery experience of Loan IQ. Experience with other product package such as ACBS, Cassiopae will be preferred. • Demonstrated delivery experience of business process management platform and document management platform. • Business knowledge of infrastructure project investment and/or loan management for both sovereign and non-sovereign loans or equity management, i.e., loan disbursement, billing, accounting, etc. would be an advantage. • Demonstrated SDLC experience. Global financial services firm exposure is preferred. • Proven ability to develop clear understanding of internal client’s needs and the capability to incorporate them into processes and solutions. • Proven records of managing enterprise projects, business analysis, vendor management, project risk management, communication, etc. • Excellent relationship, stakeholder management and engagement skills, across the business at all levels including senior management. • A good facilitator with a strong personality and relationship management ability to communicate, influence and collaborate with multiple stakeholders to deliver solutions successfully. • Fluency in oral and written English is a must. • Bachelor’s degree equivalent or higher in related fields from a reputable university.
